PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Housing - ISR - Dining Feasibility Study
Description of Project: UNIVERSITY HOUSING REQUESTS THE EXPERTISE OF A DESIGN TEAM CONSISTING OF AN ARCHITECT, ENGINEER, AND A FOOD SERVICES CONSULTANT TO STUDY THE FEASIBILITY OF PLANNING FOR THE RENOVATION AND POSSIBLE EXPANSION OF THE EXISTING DINING SERVICES BUILDING AT ISR. OUR INTENT IS TO CONTINUE TO UTILIZE THE SAME DESIGN TEAM THROUGH DESIGN, BID AND CONSTRUCTION, ONCE THE STUDY IS COMPLETE. THE STUDY WILL EXPLORE THE PHYSICAL CHANGES NECESSARY TO ACHIEVE AN "ALL YOU CARE TO EAT" MULTI-VENUE DINING CONCEPT WITH A "LATE NIGHT" COMPONENT TO THE FACILITY. THE STUDY IS TO INCLUDE RECOMMENDED CHANGES AND UPDATES TO ALL EXISTING INFRASTRUCTURE, SUCH AS THE HVAC, PLUMBING AND ELECTRICAL SYSTEMS AS WELL AS BUILDING ACCESSIBILITY, FACILTY VISIBILITY, BUILDING EXTERIOR, AND EXISTING SPACE USAGE WHILE SUPPORTING AN OPERATIONALLY EFFICIENT, ENVIRONMENTALLY RESPONSIBLE, SUSTAINABLE AND ADAPTABLE FACILITY. THE STUDY WILL TAKE INTO ACCOUNT A CONSTRUCTION PHASING PLAN TO INCLUDE THE OPERATIONS OF THE BUILDING AND ITS SERVICES.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the design and construction of similar projects.
  • Overall design quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants with a goal of 20%. Illinois Department of Central Management Services (CMS) Business Enterprise Program certification is the basis for determination of MAFBE status.
  • High level of experience in Higher Education Dining projects, new construction and remodeling.
  • Prior experience with multi-venue, c-store hybrid concepts.
  • High level of experience in kitchen design, equipment layout and associated ventilation requirements.
  • Expertise and success in design of a dining facility with consideration to ergonomic, and efficient/productive strategies.
  • Expertise and success in construction cost estimating.
  • Expertise in scheduling renovation projects in occupied buildings.
