PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Vet Med Large Animal Clinic - Renovation (CDB)
Description of Project: THIS PROJECT WILL ADDRESS MULTIPLE DEFICIENCIES AT THE COLLEGE OF VETERINARY MEDICINE WITH PRIMARY FOCUS ON ANIMAL HANDLING AREAS WITHIN AND AROUND THE LARGE ANIMAL CLINIC. WORK INCLUDED IN THIS PROJECT WILL BE THE RENOVATION OF WARD 4 AS DEFINED BY THE ALTERNATIVE PLAN FOR WARD 4 IN THE RECENTLY COMPLETED FEASIBILITY STUDY. WORK IN WARD 3 WILL INCLUDE THE COMPLETE RENOVATION OF THE NECROPSY AREA. LIGHTING WILL BE REPLACED IN WARD 2. INTERIOR FENCING AND CHUTES WILL BE REFURBISHED OR REPLACED IN WARD 1 AND THE ANIMAL HOIST SYSTEM WILL BE REPLACED IN THE LARGE ANIMAL CLINIC. IN THE ISOLATION WING HOLLOW METAL DOORS AND FRAMES SERVING ANTE ROOMS AND PLUMBING FIXTURES WILL BE REPLACED. WALL AND FLOOR SURFACES WILL BE ADDRESSED IN VARIOUS AREAS FOR CODE COMPLIANCE AND IMPROVED SANITIZATION TO ENHANCE ANIMAL MANAGEMENT AND STAFF SAFETY. THE CLINICAL SKILLS LEARNING CENTER WILL BE RENOVATED TO INCLUDE NEW CEILINGS, FLOORING AND PLUMBING FIXTURE UPGRADES TO MEET ADA REQUIREMENTS. AIR HANDLING UNITS WILL BE REPLACED AND AIR DISTRIBUTION WILL BE ADDRESSED IN THE AMBULATORY AREA. MEDICAL GAS SYSTEMS WILL BE UPGRADED AND BROUGHT UP TO MODERN MEDICAL FACILITY STANDARDS. ANIMAL CONTROL FENCING AND GATES WILL BE ADDED TO THE LARGE ANIMAL CLINIC BUILDING EXTERIOR TO IMPROVE ANIMAL HANDLING AND PARKING SPACES WILL BE ADDED TO ACCOMMODATE CLIENT PARKING AT THE VETERINARY TEACHING HOSPITAL.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the design and construction of similar projects.
  • Overall design quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants with a goal of 20%. Illinois Department of Central Management Services (CMS) Business Enterprise Program certification is the basis for determination of MAFBE status.
  • Prior experience with renovation projects that involve similar animal care and teaching facilities.
  • Firm knowledge of regulatory agencies associated with Biomedical Teaching and Research facilities.
  • Expertise in scheduling renovation projects in occupied buildings.
  • Expertise and success in construction cost estimating.

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
