The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Abbott Power Plant - Utilities Production & Distribution Master Plan
Description of Project: THIS PROJECT WILL INVOLVE THE DEVELOPMENT OF A COMPREHENSIVE UTILITY MASTER PLAN FOR THE UTILITY PRODUCTION AND DISTRIBUTION SYSTEMS FOR THE UNIVERSITY OF ILLINOIS AT URBANA-CHAMPAIGN CAMPUS. THE MASTER PLAN WILL CONSIDER A 5, 10 AND 20 YEAR HORIZON AND WILL INCLUDE MEASURES REQUIRED TO COMPLY WITH UNIVERSITY GOALS TO DISCONTINUE THE USE OF COAL BY 2017. THE MASTER PLAN MUST CONSIDER ALL FACTORS THAT WILL LIKELY IMPACT THE UTILITIES OPERATIONS IN THE FUTURE AND PROVIDE A BALANCE OF ALL FACTORS.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the development and creation of similar master plans for utility providers.
  • Overall design quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants with a goal of 20%. Illinois Department of Central Management Services (CMS) Business Enterprise Program certification is the basis for determination of MAFBE status.
  • Experience with the physical assessment of utility system assets.
  • Experience with NFPA 85 (Boiler Combustion Controls) for coal boilers, gas boiler and heat recovery steam generators.
  • Experience with NFPA 37 (Stationary Combustion Turbines) for gas and oil fired gas turbine generators.
  • Experience interpreting and applying state and federal regulations for natural gas transmission and distribution.
  • Experience with Medium Voltage (4160 V), High Voltage (13,800 V, 69,000V, and 139,000V) electrical production and distribution systems.
  • Experience with Industrial Waste Water Pre-Treatment systems for Coal Fired Plants.

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
