PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Illini Union - Infrastructure Repairs
Description of Project: ILLINI UNION, THE ORIGINAL NORTH BUILDING BUILT IN 1939, THE SOUTH BUILDING BUILT IN 1963 AND THE COURTYARD CAFE AREA CONNECTING THE TWO BUILDINGS BUILT IN 1993 ARE ALL IN NEED OF A SYSTEMS UPGRADE. THESE REPAIRS FOR ILLINI UNION INCLUDE A MECHANICAL SYSTEMS UPGRADE, AN ELECTRICAL SYSTEMS UPGRADE AS WELL AS A LIFE SAFETY/FIRE ALARM UPGRADE, SOME OF WHICH ARE ORIGINAL TO THE BUILDING AND WELL BEYOND THEIR LIFE EXPECTANCY. ; THE MECHANICAL/ELECTRICAL SYSTEM SURVEY CONDUCTED BY GRUMMAN/BUTKUS ASSOCIATES IN 1998 ALONG WITH THE VFA CAMPUS FACILITY AUDIT CONDUCTED IN 2002 MAKE RECOMMENDATIONS TO REPLACE AND UPDATE EQUIPMENT THAT WILL AID IN AN ENERGY REDUCTION AND SYSTEM RELIABILITY. THIS INCLUDES REPLACEMENT OF FANS AND MODIFICATIONS TO EXISTING FANS THAT SERVE THE LOWER LEVEL, WHICH ARE 40 TO 60 YEARS OLD. THE SPACE USE HAS CHANGED DRAMATICALLY OVER THE YEARS WITH ADJUSTMENTS MADE TO EXISTING EQUIPMENT. THIS FURTHER COMPROMISES THE AMOUNT OF FRESH AIR MADE AVAILABLE TO THE KITCHENS AND FOOD COURT. ; THE ELECTRICAL SYSTEMS UPGRADE, ALSO IDENTIFIED IN THE VFA CAMPUS FACILITY AUDIT AS PRIORITY TWO AND THREE, WOULD REPLACE OBSOLETE MAIN SERVICE, DISTRIBUTION PANELS AND BRANCH CIRCUITS. ; THE FIRE ALARM SYSTEM IN ILLINI UNION IS OBSOLETE AND NEEDS TO BE REPLACED. THE PROJECT, ALSO IDENTIFIED IN THE VFA CAMPUS FACILITY AUDIT AS PRIORITY TWO, INCLUDES REPLACING THE ANNUNCIATION PANELS AND ALARM DEVICES THROUGHOUT THE BUILDING, MANY OF WHICH CURRENTLY DO NOT CONFORM TO ADA. ; A PSC WILL BE HIRED TO DESIGN, BID AND ADMINISTER THE NECESSARY UPGRADES REQUIRED FOR THE SCOPE OF THIS PROJECT.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the design and construction of similar projects.
  • Overall design quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants.
  • Prior experience of the proposed staff with historic preservation issues.

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
