Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system. Minimum user requirements are as follows:
- Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
- E-mail: PRZM requires the user to have a valid e-mail account.
- Computer-Aided Drawing (CAD) viewer.
Only those firms which meet the following qualifications will be considered for selection:
- Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
- Prequalified with the State of Illinois Capital Development Board.
- Registered and authorized to do business in the State of Illinois.
- Utilization of AutoCAD compatible System.
The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
- 1. Current commitments of firm, proposed staff and consultants.
2. Prior experience of the proposed project staff in the design and construction of similar projects.
3. Overall design quality of the relevant projects submitted.
4. MAFBE participation of Professional Service Consultant and sub-consultants with a goal of 20%. Illinois Department of Central Management Services (CMS) Business Enterprise Program certification is the basis for determination of MAFBE status.
5. Specialist in Air Quality issues.
6. Must have senior staff with at least twenty years of experience with Prevention of Significant Deterioration (PSD) Permitting, Best Available Control Technology (BACT) Determinations,Major Source/Major Modifications, Title V Air Permitting, and Air Dispersion Modeling for compliance with ambient air quality standards and increment consumption limitations, Nonattainment New Source Review, and control technology analysis.
7. Must have an expert understanding of State and Federal air quality regulations such as Maximum Achievable Control Technology Standards, New Source Performance Standards,Illinois State Implementation Plan emission control rules, Continuous Emission Monitors,and Illinois Environmental Protection Agency Regulations.
8. Must have extensive experience with the air division of the Illinois Environmental Protection Agency.
9. Must have ability to address environmental issues such as estimating criteria, hazardous, and greenhouse gas emissions from large boilers, gas-fired reciprocating engines, and combustion turbines, develop environmental management systems, and environmental auditing.
10. Must have proven experience working with Higher Education and electric utilities clients.
11. Must have successfully completed projects for at least five utility clients.
12. Must have ability to advise Higher Education Clients and electric utilities on applicability and compliance aspects of National Emissions Standards for Hazardous Air Pollutants (NESHAP) and New Source Performance Standards (NSPS).
13. Must have expert knowledge of the National Emission Standards for Hazardous Air Pollutants for area sources: Industrial, Commercial, and Institutional Boiler.
