PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: SEL Renovations
Description of Project: The building is a multi-disciplinary teaching and research hub for the Divisions of Biological Sciences, Chemistry, Physics, Civil and Materials, Electrical & Computer Engineering, Mechanical & Industrial Engineering, Earth and Environmental Sciences, Bioengineering, and related Computer Sciences. The four-story SEL-East (607) and SEL-West (608) are under one roof – separated by a continuous exterior pedestrian passageway that divides SEL-East from the SEL-West. Both 607 and 608 consist of the original northern portion, built in 1964, followed by an equivalent-sized adjoining southern portion built in 1969. Building SEL-East comprises of approximately 294,525 gross square feet on four floors and a partial basement. Building SEL-West comprises of approximately 166,020 gross square feet also on four floors and a partial basement.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the design and construction of similar projects.
  • Overall relevant design quality of the projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants with a goal of 20% based on Illinois Department of Central Management Services (CMS) Business Enterprise Program Certification.
  • Firm’s experience in applicable programmatic approaches, multiple stakeholder facility assessments, and priority evaluation techniques for phased renovation projects.
  • Cumulative quality, expertise and appropriate resources of the proposed team of individuals and consultants, including subconsultant teams’ experience working with Architect.
  • Expertise and success in multi-year phased construction cost estimating.
  • Expertise in managing projects that include LEED Certification, Energy Audits/Evaluations, and coordination with ESCO work.

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
