PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: 999-C11036 UIC Utilities Master Plan
Description of Project: The University of Illinois at Chicago (UIC) seeks responses from qualified firms to provide planning and design services related to short and long term utility asset configuration, operation, and management. Such services should be developed with consideration of industry trends and legislative activities affecting the power generation industry, as well as associated industries and utility operation at the UIC Campus. All services must be in compliance with all federal, state, and local regulatory requirements, including, but not limited to, Environmental Protection Agency requirements, and the Illinois Department of Public Health requirements.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Overall design quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants with a goal of 20%. Illinois Department of Central Management Services (CMS) Business Enterprise Program certification is the basis for determination of MAFBE status.
  • Demonstrated specific experience in the services described in the Scope of Work outlined in the attached Technical Contents.
  • Proximity of the firm to UIC.
  • Staff experience related to the services described in the Scope of Work should be a minimum of 10 years in each specific category:
    a. energy supply/electric power generation
    b. combined heat and power systems
    c. central plant operations
    d. district energy systems
    e. utility distribution
    f. energy management
    g. energy efficiency standards
    h. power plants serving hospitals
    i. high temperature hot water generation
    j. central chilled water loops
    k. steam production
    l. smart grid technology
    m. power purchases
    n. green power technology

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
