PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Center for Advanced Research in Behavioral Neurobiology (CARBN)
Description of Project: Remodel approximately 22,000 s.f. of existing lab and office space on the 2nd and 3rd floors of the Psychiatric Institute into behavioral neurobiology laboratories and support spaces for the Department of Psychiatry.; The Center is composed of the following laboratories, Biobehavioral Testing, Molecular Neurobiology, Genetics and Development, Pharmacology, Neuroimmunology/Neuroanatomy and Histology.; The Research agenda of CARBN is theory-driven, focusing on techniques, methods and applications of neurobiological principles to important aspects of mental health. ; The existing space has not been renovated since the building was constructed in 1959. The scope of work will include a complete gut and remodel of the space including modifications to the existing: plumbing, heating, piping, temperature control, ventilation, electrical, fire alarm, telecommunications and sprinkler systems. In addition, the scope will include installation of new air handling units serving the 2nd and 3rd floors and the installation of a new laboratory exhaust system serving the west wing of the building.; This project is partially funded by a National Institute of Health (NIH) grant.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Experience with basic and behavioral Neuroscience laboratories
  • Experience in large, multi-phased remodeling projects of a similar scope in an academic setting.
  • Concern and methods for budget management and cost estimating
  • Quality and specific relevant experience of key staff assigned
  • Experience with publicly bid construction projects
    Experience working with NIH
  • Organization of sufficient size to undertake such a project and meet schedule developed by the University.
  • Consultants acceptable to the University
  • Ability to produce coordinated quality contract documents and methods for implementation
  • Commitment of principle or partners involvement in project
    Prior performance of the firm, its assigned staff and consultants
    Quality of presentation
  • Minority and Female Business Enterprise (MAFBE) status of Architect/Engineer and any Consultants

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
