PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: CERL Main Building Addition
Description of Project: THE CONSTRUCTION ENGINEERING RESEARCH LABORATORY (CERL) HAS BEEN AN AFFILIATED AGENCY WITH THE UNIVERSITY OF ILLINOIS SINCE 1967 WHEN THE US ARMY CORPS OF ENGINEERS CO-LOCATED CERL WITH THE UNIVERSITY. CERL WAS CREATED BY THE US ARMY CORPS OF ENGINEERS TO SUPPORT A GROWING MILITARY CONSTRUCTION (I.E. BUILDINGS) PROGRAM IN THE CORPS OF ENGINEERS. CERL HAS EXPERIENCED CONSIDERABLE GROWTH OVER THE YEARS. MUCH OF THE EXISTING RESEARCH LABORATORY SPACE IS CURRENTLY OCCUPIED BY OFFICE PERSONNEL DUE TO A LACK OF SPACE. THIS HAS SIGNIFICANTLY IMPACTED THEIR RESEARCH OPERATIONS. ; THE EXISTING FACILITIES AT CERL CONTAIN APPROXIMATELY 160,000 SF OF BUILDING AREA WHICH IS LEASED FROM THE UNIVERSITY. OFFICES MAKE UP APPROXIMATELY 44,000 SF, WITH ABOUT 3,660 SF IN THE AT&T BUILDING ACROSS THE STREET FROM THE MAIN CERL CAMPUS. THE PROPOSED NEW FACILITY WILL PROVIDE APPROXIMATELY 20,000 SF OF ADDITIONAL OFFICES TO THE COMPLEX. ; THIS NEW FACILITY WILL BE CONSTRUCTED AS AN ADDITION BETWEEN THE TWO MAIN BUILDINGS ON THE CERL CAMPUS. THE ESTIMATED TOTAL PROJECT COST OF THIS NEW ADDITION IS $ 7.0 MILLION. THE NEW OFFICE SPACE WILL REPLACE THE AT&T SPACE WHICH IS OUTSIDE OF CERL'S FENCED CAMPUS LIMITS. THE AT&T FACILITY WILL NO LONGER BE AVAILABLE TO THE CORP DUE TO SECURITY REQUIREMENTS. THE OFFICE SPACE PROVIDED BY THE NEW BUILDING WOULD ALSO ALLOW ONE OF THE MAIN BUILDINGS TO TRANSITION BACK INTO PRIMARILY RESEARCH LABORATORY SPACE. THE PROPOSED FACILITY WOULD ADD APPROXIMATELY 12.5% OF ADDITIONAL LEASED BUILDING SPACE ON THE CERL CAMPUS.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the design and construction of similar projects.
  • Overall design quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants with a goal of 20%. Illinois Department of Central Management Services (CMS) Business Enterprise Program certification is the basis for determination of MAFBE status.
  • Expertise and success in construction cost estimating.
  • Expertise and success in scheduling similar project additions to occupied buildings.
  • Demonstrated ability to provide hazardous materials assessment and remediation.
  • Expertise and success in providing quality audio-visual design, including a project designer that possesses a current and valid CTS-D certification with Infocomm International that is in good standing, and that has the appropriate experience with similar projects of the same size and complexity, preferably in a higher education setting.
  • Expertise and success in providing interior design including FF&E.
