PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Center for Veterans in Higher Education - Design Development
Description of Project: THE CENTER FOR VETERANS IN HIGHER EDUCATION WILL BE A STATE-OF-THE-ART FACILITY COMBINING 24-HOUR COMPREHENSIVE SUPPORT WITH ACADEMIC PROGRAMMING TO PREPARE SEVERELY WOUNDED VETERANS TO LIVE INDEPENDENTLY AND TO SUCCESSFULLY PURSUE THEIR EDUCATIONAL AND CAREER ASPIRATIONS. THE CENTER WILL PROVIDE HEALTH AND LIFE SKILLS MANAGEMENT TRAINING, FACILITATED PEER MENTORSHIP, ACADEMIC TUTORING, PSYCHOLOGICAL AND CAREER COUNSELING, REHABILITATIVE SERVICES AND EMPLOYMENT SERVICES TO THE POPULATION OF INJURED WARRIORS RETURNING FROM CONFLICTS. THE CENTER WILL HAVE A FAMILY-CENTRIC APPROACH. OUTREACH TO FAMILY MEMBERS WILL INCLUDE PERIODIC COUNSELING WORKSHOPS TO ASSIST VETERANS AND THEIR RELATIVES AS THEY ADJUST TO THE COMPLEX CHANGES THAT DISABILITY CAN PRESENT FOR A FAMILY. IN ADDITION, TARGETED CONSULTATION FOR INJURED FEMALE VETERANS WILL BE AVAILABLE AT THE CENTER TO ADDRESS GENDER SPECIFIC EXPECTATIONS AND DEMANDS CONCERNING ISSUES SUCH AS BEAUTY AND BODY WHOLENESS, CHILD CARE AND HOME MANAGEMENT SKILLS.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the design and construction of similar projects.
  • Overall design quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants with a goal of 20%. Illinois Department of Central Management Services (CMS) Business Enterprise Program certification is the basis for determination of MAFBE status.
  • Firms experience with housing or extended care facilities designed specifically for individuals with severe and multiple disabilities.
  • Firms experience with the Americans with Disabilities Act and Architectural Barriers Act Accessibility Guidelines.
  • Cumulative quality, expertise and chemistry of the proposed team of individuals and consultants.
  • Expertise and success in construction cost estimating.

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
