The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Illinois Height Modernization Program - Year 3 - Master Project
Description of Project: THE UNIVERSITY OF ILLINOIS IS SEEKING PROFESSIONAL SERVICE CONSULTANTS FOR THE SURVEY DOCUMENTATION SERVICES FOR UP TO 145 MILES OF GEODETIC LEVELING IN NORTHERN ILLINOIS AS PHASE 3 OF THE ILLINOIS HEIGHT MODERNIZATION PROGRAM. A MAXIMUM OF 95 MONUMENTS (DEEP DRIVEN ROD STYLE WITH VAULTS) WILL BE INSTALLED ALONG THE LEVEL ROUTE AS PART OF THIS CONTRACT. THE UNIVERSITY WILL HIRE UP TO FOUR CONSULTANT TEAMS FOR FOUR LINES. THEAMS SHOULD CONSIST OF SUBCONSULTANTS THAT WILL INSTALL MONUMENTS AND DERIVE THE ROUTE AND SUBMIT IT TO NGS FOR ACCEPTANCE AND ISSUANCE OF "L" NUMBER.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the design and construction of similar projects.
  • Overall quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants with a goal of 20%. Illinois Department of Central Management Services (CMS) Business Enterprise Program certification is the basis for determination of MAFBE status.
  • Must have training and experience performing Second Order, First Class survey level lines suitable for submission to the national Geodetic Service.
  • Must have specified equipment and be proficient at operating based on the following guides/procedures/specifications which can be found at http://www.ngs.noaa.gov.
