PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Campus Chilled Water Conversions - Engineering Services
Description of Project: THIS PROJECT IS THE INITIAL PHASE OF A PROJECT TO CONVERT THE CHILLED WATER SYSTEMS WITHIN BUILDINGS CURRENTLY SERVED BY THE LIBRARY CHILLER PLANT SYSTEM SO THEY WILL FUNCTION ON THE CAMPUS-WIDE CENTRAL CHILLED WATER SYSTEM. BUILDINGS INCLUDED IN THIS PROJECT ARE 1.) AGRICULTURAL ENGINEERING SCIENCES BUILDING, 2.) ARMORY BUILDING, 3.) MAIN LIBRARY, 4.) UNDERGRADUATE LIBRARY, 5.) FOELLINGER AUDITORIUM AND 6.) DAVENPORT HALL. THE PROGRAM CALLS FOR MODIFICATIONS TO AIR HANDLING UNITS AND CHILLED WATER SYSTEMS TO CONVERT EACH BUILDING FROM A CONSTANT FLOW TO VARIABLE FLOW SYSTEMS. COMPONENT PIECES OF THIS PROGRAM INCLUDE RE-PIPING OF CHILLED WATER PIPING AT BUILDING ENTRANCES, ELIMINATION OF BUILDING CIRCULATION PUMPS, REPLACEMENT OF CHILLED WATER CONTROL VALVES, ADDITION OF TEMPERATURE CONTROL SAFETY DEVICES AND UPGRADE OF AHU AND CHILLED WATER FLOW CONTROL TO DDC SYSTEMS. THE CAMPUS-WIDE CENTRAL CHILLED WATER SYSTEM WILL PROVIDE YEAR-ROUND COOLING TO BUILDINGS NOW SERVED BY THE LIBRARY CHILLER PLANT SYSTEM USING THE MORE EFFICIENT EQUIPMENT LOCATED AT THE OAK STREET CHILLER PLANT. THIS INITIAL PROJECT PHASE IS FOR ENGINEERING SERVICES AND OWNER'S COSTS ONLY. THIS IS AN ENERGY REDUCTION PROJECT. THIS PROJECT IS DEFERRED MAINTENANCE.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience with projects at the University level.
  • Overall mechanical design quality of the relevant projects submitted.
  • Demonstrated experience with projects involving renovation of chilled water and temperature controls systems in older buildings.
  • Proven professional capability and commitment to provide quality professional services.
  • MAFBE participation of Professional Service Consultant and sub-consultants.

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
