PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Huff Hall - North Addition
Description of Project: THIS PROJECT WOULD PROVIDE APPROXIMATELY 36,000 GSF (24,000 NASF) OF NEW INTERDISCIPLINARY RESEARCH AREAS AND ASSOCIATED SUPPORT SPACES, WHICH WILL BE THE FIRST OF ITS KIND FOR THE COLLEGE. THE ADDITION WILL PROVIDE INSTRUCTIONAL SPACE FOR THE MPH PROGRAM, FACULTY OFFICES AND LABORATORIES, AND SOME SPACE FOR THE NEWLY CREATED CENTER ON HEALTH, AGING, AND DISABILITY. THE CONSTRUCTION COST HAS BEEN ESTIMATED AT $9.9 MILLION (INCLUDING CONTINGENCIES AND ESCALATION) AT $240 PER GSF. FURNITURE, FIXTURES AND EQUIPMENT HAS BEEN ESTIMATED AT $2.2 MILLION WITH OWNERS COST TO COMPLETE AT $2.9 MILLION MAKING THE TOTAL PROJECT BUDGET $416 PER GROSS SQUARE FOOT. THE PROJECT WILL BE DELIVERED UTILIZING THE DESIGN / BID / BUILD PROCESS, AND SUBSTANTIAL COMPLETION WOULD BE SOMETIME IN THE SUMMER OF 2011. THIS PROJECT IS CONSISTENT WITH THE ORIGINAL DESIGN OF HUFF HALL WHICH ANTICIPATED THAT A NORTH WING, SIMILAR TO THE SOUTH WING, WOULD EVENTUALLY BE BUILT TO COMPLETE THE BUILDING PER THE CAMPUS MASTER PLAN. THE COLLEGE OF APPLIED HEALTH SCIENCES RECENTLY COMPLETED A FACILITIES FEASIBILITY STUDY TO EXAMINE OPTIONS FOR ADDRESSING ITS CRITICAL FACILITY NEEDS. ; THE COLLEGE OF APPLIED HEALTH SCIENCES HAS EXPERIENCED SIGNIFICANT GROWTH IN ITS EDUCATIONAL AND RESEARCH PROGRAMS OVER THE LAST SEVEN YEARS. THIS GROWTH HAS PLACED CONSIDERABLE STRAIN ON THE COLLEGE'S PHYSICAL FACILITIES. A RECENT ARCHITECTURAL FEASIBILITY STUDY RECOMMENDS THAT A NORTH ADDITION TO HUFF HALL LOCATED AT THE SOUTHEAST CORNER OF GREGORY DRIVE AND FOURTH STREET BE COMPLETED AS A FIRST STEP IN ADDRESSING THIS NEED.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the design and construction of similar projects.
  • Overall design quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants.
  • Prior experience with historic preservation issues.
  • Prior experience with LEED certified additions.
