PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Gregory Hall Life Safety Deficiency Corrections
Description of Project: GREGORY HALL IS ONE OF THE LARGEST CLASSROOM BUILDINGS ON CAMPUS HAVING 26 CLASSROOMS AND MORE THAN 1,690 STUDENT SEATS. THE PROPOSED PROJECT WILL ADDRESS PRIORITY LIFE SAFETY DEFICIENCIES IN GREGORY HALL AS IDENTIFIED IN THE VFA LIFE SAFETY ANALYSIS. ; WORK WILL FOCUS ON FIRE SUPPRESSION, EXITING PROVISIONS, EMERGENCY LIGHTING AND EXIT SIGNAGE IN PRIORITY AREAS OF THE BUILDING. MORE SPECIFICALLY, THE FIRE SUPPRESSION WORK WILL FOCUS UPON PROTECTING THE BASEMENT AND FIRST FLOOR LEVELS, APPROXIMATELY 46,000 SF, OF THE STRUCTURE. FURTHER, THE FIRE SUPPRESSION SYSTEM WILL BE DESIGNED TO PERMIT FUTURE EXPANSION TO THE ABOVE FLOORS, APPROXIMATELY 56,000 SF, FOR FUTURE FIRE SUPPRESSION INSTALLATION. THIS APPROACH WILL BE CONSISTENT WITH THE FUNDAMENTAL PRINCIPALS OF LIFE SAFETY AS IDENTIFIED BY THE NATIONAL FIRE PROTECTION ASSOCIATION (NFPA) IN ITS PUBLICATION THE LIFE SAFETY CODE HANDBOOK. IN ADDITION, EXITS ON ALL FLOORS WILL BE ENCLOSED AND UPGRADED TO ENHANCE THEIR PERFORMANCE IN THE EVENT OF AN EMERGENCY AND TO PREVENT FIRE AND SMOKE FROM SPREADING RAPIDLY FROM ONE FLOOR TO ANOTHER. HANDRAILS WILL ALSO BE ADDED TO EXIT STAIRS ON ALL FLOORS TO REDUCE THE RISK OF FALLS. THE EMERGENCY LIGHTING AND EXIT SIGNAGE ON THESE FLOORS WILL BE UPGRADED TO HELP PROVIDE RAPID IDENTIFICATION OF THE AVAILABLE EXIT ROUTES IN THE BUILDINGS. FINALLY, THIS PROJECT WILL ADDRESS DEAD-END CORRIDORS TO PROMOTE PROMPT EXITING.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of proposed staff and firm at the University of Illinois
  • Overall design quality of the projects submitted
  • Prior experience with projects at the University/College level
  • Overall qualifications of the proposed team of individuals and consultants
  • Prior experience with project of similar scope, size and level of complexity with emphasis on exiting issues in existing buildings.
  • Design experience in the installation of retrofit fire detection and fire suppression system in occupied buildings.

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
