The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Medical Sciences Building - Life Safety Upgrades
Description of Project: THE MEDICAL SCIENCES BUILDING IS A 114,784 SF FIVE STORY BUILDING WITH BASEMENT AND; PENTHOUSE. THIS STRUCTURE WAS CONSTRUCTED IN 1975. THE FACILITY CONTAINS CLASSROOMS, CLASS LABS,; OFFICES, RESEARCH LABS, MECHANICAL AND SUPPORT SPACES FOR THE COLLEGE OF MEDICINE. STRUCTURAL; PENETRATIONS WILL BE FIRE-STOPPED, EXIT SIGNAGE UPDATED, AND MISCELLANEOUS LIFE SAFETY DEFICIENCIES; WILL BE ADDRESSED. THIS PROJECT WILL UPGRADE THE LIFE-SAFETY SYSTEMS IN THE BUILDING TO CURRENT; STANDARDS. INTERIOR FINISHES AND OTHER ANCILLARY COMPONENTS WILL BE REPLACED AS NEEDED TO; ACCOMMODATE THE LIFE SAFETY WORK.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff and team in the design and construction of similar projects: the design and installation of fire suppression systems, and integrated life safety systems into existing and occupied facilities.
  • Overall design quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants with a goal of 20%. Illinois Department of Central Management Services (CMS) Business Enterprise Program certification is the basis for determination of MAFBE status.
  • Prior experience with projects of similar complexity and magnitude at the university level.
  • Prior experience with projects within operational and occupied spaces housing live research animals, medical research resources and environmentally controlled research spaces.
  • Expertise and success in construction cost estimating, project scheduling and phasing.

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
