PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: 899-C12052 Rockford Energy Performance Contract
Description of Project: This project will be defined by the selected ESCO firms that are pre-qualified with UOCPRES. Once an RFP is created by UOCPRES and UIC/OCP,the selected firms will provide rewsponses and estimated energy savings for the campus. Once a firm is selected, they will provide design/build type of services to accomplish their proposed solutions. The Campus does NOT need to have the money in hand at the time of the construction, and the ESCO is paid over time based on the demonstrated energy savings created by their work.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Preliminary Technical Audit : Responsiveness to stated goals.
  • Preliminary Technical Audit : Quality of design and identification of appropriate project solutions.
  • Preliminary Technical Audit : Project cost estimates, savings and ESCO fees.
  • Preliminary Technical Audit : Project execution and methodology.
  • Preliminary Technical Audit : Quality of savings measurement process including M & V.
  • Preliminary Technical Audit : Operability and Maintainability of proposed solutions or systems.
  • Preliminary Technical Audit : ESCO team composition
  • Preliminary Technical Audit : Estimated project timeline through final completion and project financing.
  • Interview: Team chemistry of project participants/principals.
  • Interview: Quality of presentation of proposed solution and response to interview questions.

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
