PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Orchard Downs - Apartment Renovations
Description of Project: UNIVERSITY HOUSING WOULD LIKE TO RENOVATE 12 APARTMENTS IN THE BUILDING AT 2077, 2078, 2079 HAZELWOOD DRIVE WITHIN THE ORCHARD DOWNS APARTMENT COMPLEX. THE SCOPE OF WORK SHALL INCLUDE NEW FINISHES, NEW PLUMBING FIXTURES, NEW KITCHEN APPLIANCES, NEW HVAC EQUIPMENT AND WATER HEATER, UPGRADED ELECTRICAL SERVICE, ASBESTOS AND LEAD ABATEMENT, NEW WINDOWS, IMPROVED ENTRANCES, ROOF EVALUATION/ESTIMATE, LANDSCAPING ESTIMATE, AND PARKING LOT RESURFACING ESTIMATE. THIS WILL REQUIRE A QBS SELECTION TO EMPLOY AN ARCHITECTURAL AND ENGINEERING FIRM TO DESIGN AND ADMINISTER BID DOCUMENTS FOR CONSTRUCTION. THE CONSTRUCTION WILL BE DELIVERED BY THE AWARDED CONTRACTOR.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the design and construction of similar projects.
  • Overall design quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants with a goal of 20%. Illinois Department of Central Management Services (CMS) Business Enterprise Program certification is the basis for determination of MAFBE status.
  • Expertise and success in construction cost estimating.
  • Prior experience with projects at the university or institutional level.

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
