PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Housing - ISR - Wardall Hall - Elevator Replacement
Description of Project: ISR - WARDALL HALL, BUILT IN 1962 IS IN NEED OF REPLACING THREE (3) ELEVATORS, ORIGINAL TO THE BUILDING. THIS WOULD INCLUDE REPLACING THE THREE CABS PER FLOOR, 12-STOP TRACTION ELEVATORS, MACHINE ROOM EQUIPMENT, HALL BUTTONS, COMPLETE CABS, GLIDES, CABLES, ETC. TO UPGRADE THE ELEVATORS TO CURRENT ELEVATOR CODES AND ADA GUIDELINES. IN ADDITION TO THIS WORK, A NEW SUMP PUMP AND SHAFT VENTILATION MAY BE NECESSARY PER CODE. THE CABS AND EQUIPMENT HAVE REACHED THE END OF THEIR USEFUL LIFE. UNIVERSITY HOUSING REQUESTS THAT A PSC BE HIRED TO DESIGN (PERMIT LEVEL), BID AND ADMINISTER THE ELEVATOR REPLACEMENT WORK AND THAT THE DESIGN TEAM INCLUDE A PROFESSIONAL ELEVATOR CONSULTANT.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the design and construction of similar
    projects.
  • Overall design quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants with a goal of
    20%. Illinois Department of Central Management Services (CMS) Business Enterprise
    Program certification is the basis for determination of MAFBE status.
  • Expertise and success in design of elevator modernization projects of similar scope.
  • Expertise and success in construction cost estimating.
  • Expertise and success in scheduling renovation projects in occupied buildings.

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
