PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Abbott Power Plant - Gas Boiler Replacement
Description of Project: THIS PROJECT WILL COMPLETE DESIGN AND CONSTRUCTION DOCUMENTS FOR THE REMOVAL AND REPLACEMENT OF BOILER #4 AT THE ABBOTT POWER PLANT. THE NEW BOILER WILL BE A DUAL FIRED (NATURAL GAS/#2 FUEL OIL) AND EQUIPPED WITH AN ULTRA-LOW NOX BURNER (BACT), 3-ELEMENT CONTROL, FULLY METERED WITH O2 TRIM. A NEW ECONOMIZER INCLUDING REQUIRED STRUCTURAL SUPPORT AND ACCESS SYSTEM SHALL BE PROVIDED. ALL REQUIRED MECHANICAL, ELECTRICAL, STRUCTURAL, PLUMBING AND CONTROLS DESIGN WORK REQUIRED TO INTEGRATE THE NEW BOILER INTO THE PLANT'S EXISTING SYSTEMS AS WELL AS ANY MODIFICATIONS TO THE PLANT'S AIR PERMIT WILL BE INCLUDED IN THIS PROJECT.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the design and construction of similar projects.
  • Overall design quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants with a goal of 20%. Illinois Department of Central Management Services (CMS) Business Enterprise Program certification is the basis for determination of MAFBE status.
  • Experience with sizing, selecting and specifying water tube boilers with superheater sections. This should include experience with selection of all boiler trim including three element combustion control system, burner management systems, economizers, stack design, and burner selection.
  • Experience with industrial control (DDC) systems.
  • Experience with NFPA 85 (Boiler Combustion Controls) for dual fuel (gas / #2 fuel oil)boilers, ASTM BPVC (Boiler and Pressure Vessel Code), Section I - Power Boilers, and ASME B31.1 - Power Piping Code.
  • Experience with piping stress analysis software used to complete design of piping systems in accordance with ASME B31.1.
  • Experience interpreting and applying state and federal regulations for gas fired boiler emissions. This should include experience writing air permit modifications.
  • Expertise and success in construction cost estimating.
