The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: UIUC and UIS MEP Condition Assessment
Description of Project: THE RETAINED PROFESSIONAL SERVICES CONSULTANT WILL COMPLETE A SURVEY OF EXISTING MECHANICAL, ELECTRICAL AND PLUMBING SYSTEMS FOR 175 BUILDINGS ON THE UIUC CAMPUS AND 11 BUILDINGS ON THE UIS CAMPUS. ; 1. CONDITION ASSESSMENT FOR ALL MAJOR MEP SYSTEMS AND SUB-SYSTEMS NOTING WHETHER THE SYSTEM REQUIRES GENERAL MAINTENANCE, REPAIR, REPLACEMENT OR IS A CRITICAL ISSUE BASED UPON THE ESTABLISHED USEFUL LIFE AND VISUAL OBSERVATIONS. ; 2. RECOMMENDATION, IN YEARS, FOR WHEN THE SYSTEM AND/OR EQUIPMENT SHOULD BE REPLACED. ; 3. CONCEPTUAL BUDGET FOR ALL MAJOR SYSTEMS THAT WILL NEED TO BE REPLACED. ; 4. FINAL REPORT.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the design and construction and critical assessment of MEP system.
  • Overall design quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants with a goal of 20%. Illinois Department of Central Management Services (CMS) Business Enterprise Program certification is the basis for determination of MAFBE status.
  • Firms experience in selecting the appropriate remedial approaches and sound solutions for building systems projects.
  • Expertise and success in construction cost estimating.
  • Prior experience and effectiveness with providing energy efficient replacement system options.

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
