The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Smith Memorial Hall - Infrastructure Repairs
Description of Project: THIS PROJECT WILL REPAIR THE BUILDING'S EXTERIOR ENVELOPE BY REPLACING THE EXISTING ROOF OVER THE MAIN RECITAL HALL AND TUCK POINT PRIORITIZED WALLS AND REPLACE ALL OF ITS 189 WINDOWS WITH NEW ALUMINUM CLAD WOOD WITH THERMALLY SEALED DOUBLE PANE GLAZING. IT WILL ALSO REPLACE PRACTICE ROOM VENTILATION SYSTEMS TO MAINTAIN CRITICAL ENVIRONMENTAL REQUIREMENTS TO PREVENT FURTHER DAMAGE TO MUSICAL INSTRUMENTS AND INTERIOR SPACES. THESE, AS WELL AS NEW LIGHTING UPGRADES AND OTHER RELATED MISCELLANEOUS REPAIR ITEMS, WILL RESULT IN ENERGY SAVINGS. UPGRADING ALL OF THE TOILET ROOMS THOUGHTOUT THE BUILDINGG AND RELIGHTING AND "KEYING" PRACTICE ROOMS IS ALSO INCLUDED.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the design and construction of similar projects.
  • Prior experience with projects of similar scope at the university level.
  • Overall design quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants with a goal of 20%. Illinois Department of Central Management Services (CMS) Business Enterprise Program certification is the basis for determination of MAFBE status.
  • Cumulative quality, expertise and chemistry of the proposed team of individuals and consultants.
  • Prior experience with renovation projects that involve historically significant structures and sites.
  • Firms experience in selecting the appropriate remedial approaches and sound solutions for building envelope projects.
  • Expertise and success in construction cost estimating.

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
