PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Pharmacy Electrical and Mechanical Upgrade and Renovation
Description of Project: New primary electrical service must be installed and primary distribution to all floors must be upgraded. This will allow for safe power distribution and accommodate future necessary interior remodeling projects.; The enhanced electrical capacity is also required for our teaching mission. The College will retrofit additional distance education classrooms and conference rooms over the next two fiscal years. The new general HVAC and electrical systems will serve existing classrooms improving student comfort and enhancing the educational experience. ‘Too hot/too cold’ reports are the most common student complaint that we hear. ; The primary building chilled water pump is also at the end of its expected service life and is undersized for the equipment that it currently serves. This undersized pump is preventing future improvements in HVAC system upgrades; it must be upgraded.; Additionally, the ventilation systems for the East Wing of the Pharmacy Building are at the end of their service life and need to be replaced with more energy efficient systems. All five (5) of the Aair Hhandling Uunits (AHU’s) will be replaced with contemporary, energy efficient units. These improvements in conjunction with the upgraded chilled water pump will reduce utility costs in the building.; The original laboratories on 3rd, 4th and 5th floors of the East Wing are at the end of their service life. It is proposed that in conjunction with the previously mentioned infrastructure improvements, that these laboratories be upgraded. The labs will be upgraded “in-kind” and will involve replacement of all fume hoods and laboratory casework on a one-for one basis. All interior finishes will also be upgraded as part of this renovation.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the design and construction of similar projects.
  • Overall design quality of the relevent projects submitted.
  • MAFBE participation of Professional Services Consultant and sub-consultants with the goal of 20%. Illinois Department of Central Management Services (CMS) Business Enterprise Program certification is the basis for determination of MAFBE status.
  • Demonstrated experience designing primary electrical sevice upgrades including secondary distribution within an existing building.
  • Demonstrated experience designing replacement HVAC systems to include Large Scale Energy Recovery Systems (approx. 20,000 CFM ERV Units) within an existing building.
  • Demonstrated experience with in-kind upgrades to existing laboratories.
