PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Illini Union - Infrastructure Repairs - Phase 2
Description of Project: ILLINI UNION, CONSISTING OF THE ORIGINAL NORTH BUILDING BUILT IN 1939, THE SOUTH BUILDING IN 1963, AND THE COURTYARD CAFE AREA CONNECTING THE TWO BUILDINGS BUILT IN 1993 IS POTENTIALLY ELIGIBLE FOR THE NATIONAL REGISTER OF HISTORIC PLACES PROPERTIES (NHRP), AND SHOULD BE TREATED AS SUCH. MUCH OF THE MECHANICAL AND ELECTRICAL SYSTEMS TO BE UPGRADED ARE ORIGINAL TO THE BUILDING AND WELL BEYOND THEIR LIFE EXPECTANCY. THE FOCUS OF THE WORK WILL BE DEFINED IN A FEASIBILITY STUDY, PLANNED FOR COMPLETION BY THE END OF JULY. THIS PHASE II WORK FOCUSES PRIMARILY ON MECHANICAL SYSTEMS UPGRADE TO ALL FLOORS OF THE NORTH BUILDING AND IT WILL INCLUDE REPLACEMENT OF EQUIPMENT TO UTILIZE THE CHILED WATER ALREADY AVAILABLE TO THE BUILDING, ELIMINATING THE USE OF WINDOW AIR CONDITIONERS, REPLACEMENT OF WINDOW SASHES IMPACTED BY THESE WINDOW UNITS, POSSIBLE REPLACEMENT AND MODIFICATION TO EXISTING FANS THAT SERVE THE LOWER FLOOR, REPLACING OBSOLETE MAIN SERVICE, DISTRIBUTION PANELS AND BRANCH CIRCUITS NOT COVERED UNDER THE PHASE I PROJECT. THE REMOVAL OF HAZARDOUS MATERIALS IN AREAS ONLY IMPACTED BY THE SYSTEMS UPGRADE, WILL BE INCLUDED AS PART OF THIS PROJECT. THE FEASIBILITY WILL DEVELOP PRIORITIES WITH RECOMMENDATIONS OF SEQUENCING WORK IN A FULLY OCCUPIED BUILDING AND THE PSC HIRED FOR THIS PROJECT SHALL CONFIRM THE PHASING PLAN THROUGH DESIGN. AS ALWAYS, THE UNVERSITY IS WORKING TO ALIGN ITS ACADEMICS, RESEARCH, AND OPERATIONS WITH PRINCIPLES OF SUSTAINABILITY. SUSTAINABLE MATERIALS AND DESIGN PHILOSOPHIES SHOULD BE USED, WITH AN EMPHASIS ON ENERGY CONSERVATION STRATEGIES.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • 1Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the design and construction of similar projects.
  • Overall design quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants. Illinois Department of Central Management Services (CMS) Business Enterprise Program
  • Expertise in historic preservation and renovation projects.
  • Expertise and success in construction cost estimating.

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
