PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Abbott Power Plant - 3rd RO, Supply, Storage, and Waster Water Treatment Systems Improvements
Description of Project: THIS IS A RATHER COMPREHENSIVE PROJECT TO PROVIDE BETTER ONSITE WATER COLLECTION, TREATMENT, MONITORING AND MEASURING. WATER IN THIS PROJECT INCLUDES STORM WATER AS WELL AS WATER USED IN OR RESULTING FROM PLANT PROCESSES. SEWER SERVICE AND LINE MODIFICATIONS WILL BE MADE TO CAPTURE ALL ONSITE STORM WATER AND PLANT EFFLUENT AND MONITOR AND MEASURE IT BEFORE IT ENTERS THE SANITARY DISTRICT LINES. ADDITIONALLY, THE INSTALLATION OF FOUR(4) LARGE, 120, 000 GALLON STORAGE TANKS WILL PROVIDE THE PLANT WITH AMPLE POLISHING AND MAKEUP WATER CAPACITY AND IMPROVE BOILER WATER FEED QUALITY AND RELIABILITY OF STEAM GENERATOR OPERATIONS. ; SPECIFICALLY, THIS PROJECT WILL INCLUDE: REARRANGEMENT OF CONDENSATE POLISHER VESSELS AND PIPING; ADDITION OF FOUR (4) NEW WATER STORAGE TANKS AND FOUNDATIONS; ADDITION OF AN OWNER-SUPPLIED, CONTAINERIZED RO SYSTEM EQUIPMENT ON A SLAB; ADDITION OF A NEW RAW WATER PUMP IN THE BASEMENT TO SUPPLY THE NEW RO SYSTEM; ADDITION OF A NEW CLARIFIER; EXTENSION OF THE EXISTING COAL CONVEYANCE TUNNEL AND FURTHER MODIFICATIONS TO ACCOMMODATE ROUTING OF ELECTRICAL, CONTROLS, AND PIPING FOR SUPPLY AND RETURN WATER FLOWS TO AND FROM THE RO SYSTEM AND WATER STORAGE TANKS; CONVERSION OF STORM LINES TO SANITARY LINES AND APPROPRIATE RECONFIGURATIONS OF ENTIRE ONSITE SANITARY SEWER SYSTEM; AND THE ADDITION OF A NEW UCSD CONNECTION AT CLARIFIER OUTLET TO MONITOR AND METER. ; THIS PROJECT WILL BE A DESIGN, BID, BUILD PROJECT BEING MANAGED BY A F&S PROJECT MANAGER AND USING THE DESIGN, CONSTRUCTION ADMINISTRATION AND WARRANTY SERVICES OF A FIRM SELECTED THROUGH THE QUALIFICATIONS BASED SELECTION PROCESS.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the design and construction of similar projects.
  • Overall design quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants. Illinois Department of Central Management Services (CMS) Business Enterprise Program certification is the basis for determination of MAFBE status.
  • Experience designing modifications and repairs to Industrial Waste Water Pre-Treatment systems for Coal Fired Plants.
  • Experience designing modifications and repairs to Sanitary Sewer distribution systems.
