PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Parking Structure Lifecycle Analysis 2009
Description of Project: THE DEPARTMENT OF CAMPUS PARKING REQUESTS PERMISSION TO EMPLOY AN ARCHITECTURAL AND ENGINEERING FIRM TO PERFORM A LIFECYCLE STUDY OF FIVE PARKING DECK STRUCTURES ON THE URBANA CHAMPAIGN CAMPUS. THE FIVE DECKS REPRESENT APPROXIMATELY 1.22 MILLION SQUARE FEET OF PARKING DECK SPACE. THE OBJECTIVES OF THE STUDY ARE TO PROVIDE 1) A CURRENT ASSESSMENT OF THE CONDITION OF EACH STRUCTURE, 2) A STATEMENT OF ESTIMATED LIFE EXPECTANCY OF EACH STRUCTURE, 3) A LIFECYCLE COST AND MAINTENANCE SCHEDULE FOR SCHEDULED REPAIRS, 4) AN ASSESSMENT OF POTENTIAL STRUCTURAL DEFICIENCIES AFFECTING FACILITIES OPERATIONS, AND 5) AN ESTIMATE OF FUND RESERVES REQUIRED TO ADDRESS POTENTIAL UNSCHEDULED STRUCTURAL DEFICIENCIES AND EVENTS. THE STUDY WOULD INCLUDE ONLY VISUAL AND NON-DESTRUCTIVE, NON-INVASIVE TESTING AND INSPECTION METHODS. CONDITION AND REPAIR HISTORY OF THE FINE DECKS VARIES. TWO DECKS HAVE BEEN CONSTRUCTED WITHIN THE PAST 10 YEARS AND TWO DECKS HAVE RECEIVED REPAIR WORK IN THE PAST 5-6 YEARS. THE ARCHITECT AND ENGINEER WOULD BE SELECTED THROUGH THE QBS PROCESS.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the design and construction of similar projects and in the production/assembly of similar reports.
  • Quality of references from former clients for similar studies of similar facilities.
  • Quality of excerpts from sample reports for similar studies.
  • MAFBE participation of Professional Service Consultant and sub-consultants.

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
