PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Education Building HVAC Replacement Phase I & II
Description of Project: REPLACE 8 EXISTING AIR HANDLING UNITS, DUCT REHEAT COILS AND MECHANICAL SYSTEM CONTROLS IN BASEMENT. ADD HEAT RECOVERY SYSTEM TO THE RETURN/RELIEF AND OUTSIDE AIR SYSTEM INSTALLED ON THE BUILDING ROOF WITH SCREENING AS REQUIRED. BOTH ITEMS ARE INTENDED TO IMPROVE ENERGY EFFICIENCY AND RELIABILITY OF THE HVAC SYSTEM. AIR HANDLING UNITS WILL BE PROVIDED WITH VARIABLE SPEED CONTROLLERS, CONTROLS MADE READY FOR FUTURE VAV APPLICATIONS AND DESIGNED TO MAINTAIN INDOOR AIR QUALITY IN ACCORDANCE WITH UIUC STANDARDS. CONTROLS WILL BE EXPANDABLE FOR FUTURE ECONOMIZER OPERATION.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of proposed staff and firm.
  • Overall design quality of the projects submitted.
  • Overall experience of proposed team.
  • Prior experience with projects at the University level.
  • Prior experience with projects of similar scope.
  • Prior experience implementing energy conservation features in existing buildings.
  • Prior experience with intricate mechanical and temperature control systems.
  • Prior experience with phased projects in existing occupied buildings.
  • Expertise in mechanical system renovation projects.
  • Expertise and success in construcion cost estimating.
