PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Armory, Foellinger Auditorium, Huff Hall - Life Safety Deficiency Corrections
Description of Project: THE PROPOSED PROJECT WILL ADDRESS PRIORITY LIFE SAFETY DEFICIENCIES AS NOTED IN THE VFA LIFE SAFETY ANALYSIS IN THREE UIUC CAMPUSES BUILDING: FOELLINGER AUDITORIUM, THE ARMORY, AND HUFF HALL. THE SCOPE OF WORK INCLUDES DEVELOPING A DESIGN AND DOCUMENTS FOR FIRE SUPPRESSION, FIRE ALARMS, EXISTING PROVISIONS, EMERGENCY LIGHTING, AND EXIT SIGNAGE IN PRIORITY AREAS OF THE BUILDINGS TO BE CONSTRUCTED AT A LATER DATE. THE DESIGNS WILL BE CONSISTENT WITH THE FUNDAMENTAL PRINCIPALS OF LIFE SAFETY AS IDENTIFIED BY THE NATIONAL FIRE PROTECTION ASSOCIATION (NFPA) IN IS PUBLICATION THE LIFE SAFETY CODE HANDBOOK. ; MORE SPECIFICALLY, THE FIRE SUPPRESSION DESIGN WILL FOCUS UPON PROTECTING AREAS OF THE STRUCTURE THAT COULD IMPACT SAFE EXITING IN THE EVENT OF A FIRE EMERGENCY. FIRE ALARM SYSTEMS WILL BE DESIGNED TO PROVIDE AUDIBLE AND VISUAL NOTIFICATION THROUGHOUT ALL APPLICABLE AREAS OF THE BUILDING, THEREBY ALLOWING PROMPT NOTIFICATION OF ALL OCCUPANTS IN THE EVENT OF A FIRE. EXISTS WILL BE ENCLOSED AND UPGRADED TO ENHANCE THEIR PERFORMANCE IN THE EVENT OF AN EMERGENCY AND TO PREVENT SIGNAGE IN THE BUILDINGS WILL BE UPGRADED TO HELP PROVIDE RAPID IDENTIFICATION OF THE AVAILABLE EXIT ROUTS IN THE BUILDING.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of proposed staff and firm at the University of Illinois
  • Overall design quality of the projects submitted
  • Prior experience with projects at the University/College level
  • Overall qualifications of the proposed team of individuals and consultants
  • Prior experience with project of similar scope, size and level of complexity with emphasis on exiting issues in existing buildings.
  • Design experience in the installation of retrofit fire detection and fire suppression system in occupied buildings.

The Professional Services Consultant selection will be consistent with the Architectual, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
