PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Smith Memorial Hall Replace Air Handling Units - Phase I
Description of Project: Adjacent Central Station Air-Handling Units S-1 and S-2 located in the Basement mechanical space need to be replaced as they are beyond the expected life and are not performing to the Building’s current operational needs. Base Project – Replace all components and sections of each of the air-handling units Performance Hall AHU (S-1) and Classroom AHU (S-2). We anticipate reusing the fans, supply and return (non-adjacent) as they appear to be in good condition. Additional Work under the Base Project:; 1. Removal of associated connected ducts, pipes, dampers, and control elements.; 2. Install new AHU components incorporating panelized construction. Include connections to existing ductwork and piping. Include associated dampers and control elements in design.; 3. Design and install a new steam to hot water heat exchanger with pumps and piping to provide hot water to each new AHU heating coil(s).; 4. Provide sound attenuation (at a minimum) on and / or around the existing return fan (S1 located in the Basement).; 5. Provide direct digital control (DDC) for AHU elements such as fans, hydronic control valves, and humidifiers etc.; Compliance is expected for the UIUC Standards, mandated codes, ASHRAE 90.1; (compliance is expected with ASHRAE 62.4 and 55 guides).; Appropriate professional design and due - diligence is expected for assurance to the Music Department this Project will not only maintain but also, aid and empirically improve the attenuation of the associated Project's mechanical systems. It is our intent that the design of / and replacement of the 'AHUs', required transitions, incremental added equipment etc. produce the same or less noise at the inlet and outlet of each new unit/component based on readings taken at the inlet and outlet of each the existing units (prior to demolition).

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current Commitment of proposed staff and firm
  • Overall design quality of the projects submitted
  • Prior experience with projects at the University level
  • Demonstrated successful projects meeting specific sound criteria such as recording studios, concert performance halls, etc.
