PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: South Campus Chilled Water Improvements
Description of Project: A combination of new building construction, air conditioning upgrades to existing buildings, and the ongoing conversion of existing buildings to a central chilled water system requires the extension of utilities infrastructure on the Urbana-Champaign campus. The most cost-effective, long-term means of heating and cooling campus buildings is often via the campus central steam and chilled water utilities. The expansion of the campus to the south and the potential remodeling of Lincoln Hall in the central campus area necessitate utility system upgrades.; The project will provide a variety of campus utility improvements, including the extension of the campus chilled water system, the extension of the sanitary sewer system, and the extension of steam lines to new locations. In addition, this project will convert some existing buildings to the central chilled water system.; The chilled water mains/branch lines to be provided include:; 24" mains from First St. and Peabody Drive south to First St. and St. Mary's Road. Branch lines to buildings south of St. Mary's Road.; 30" mains from Armory Avenue near Sixth St. to Chalmers and Sixth St. Branch lines to Lincoln Hall.; The sanitary sewer lines to be provided includes:; A new sanitary sewer pipe from teh Oak St. Chiller Plant to First St. and St. Mary's Road.; Steam utility work to be provided includes:; A new shallow trench steam tunnel with piping from teh existing tunnel at Florida Ave. and First St. to St. Mary's Road and First St., with branch piping to building south of St. Mary's Road. A steam utility feasibility study will be performed initially.; Building conversion work includes:; The Speech and Hearing Building and the Psychology Building shall be converted to accept central chilled water service with variable flow, including service entrance, meter station, DDC control work, and air handling unit conversion.; Further miscellaneous utility work may be included in the project scope if it is determined other utility improvements along adjacent routings need to be addressed as part of this initiative.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of proposed staff and firm.
  • Overall design quality of the project submitted.
  • Prior experience with projects at the University level.
  • Appropriate staff size, professional disciplines, and professional/technical supervision.
  • Proven professional capability and demonstrated prior experience on projects of similar scope and complexity.
  • Overall experience of the proposed consultant team.
