PUBLIC NOTICE OF CONSTRUCTION RELATED PROFESSIONAL SERVICES

The Board of Trustees of the University of Illinois hereby requests qualifications from professional services consultants to provide professional services in connection with the following project:
Project Name: Davenport Hall - Master Plan
Description of Project: A COMPREHENSIVE MASTER PLAN OF DAVENPORT HALL IS NEEDED TO SERVE AS A GUIDELINE FOR FUTURE RENOVATION WORK. THE BUILDING WILL BE ANALYZED TO IDENTIFY THE MOST EFFICIENT OPTIONS FOR CIRCULATION, FUNCTIONALITY, AND SPACE CONFIGURATION AND ALLOCATION. THE MASTER PLAN WILL ALSO PROVIDE A DETAILED ANALYSIS FOR THE UPGRADE OF THE BUILDING SYSTEMS AND INFRASTRUCTURE, INCLUDING: ARCHITECTURAL, STRUCTURAL, CIVIL, MECHANICAL, ELECTRICAL, PLUMBING, ENVIRONMENTAL, AND LEARNING TECHNOLOGIES. CONCEPTUAL COST ESTIMATES WILL BE DEVELOPED FOR THE PHASING AND IMPLEMENTATION OF THE PROPOSED RENOVATION WORK. MARKETING MATERIALS WILL ALSO BE PRODUCED TO SOLICIT DONOR SUPPORT IN FUNDING THE FUTURE WORK.

Note: The project will be administered using the Owner's web-based project management system. PRZM was developed to maximaize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team colllaboration in management and interaction, as well as a team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Computer-Aided Drawing (CAD) viewer.

Only those firms which meet the following qualifications will be considered for selection:

  • Licensed to practice as an (Architect, Engineer, or Landscape Architect) in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilization of AutoCAD compatible System.

The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Current commitments of firm, proposed staff and consultants.
  • Prior experience of the proposed project staff in the planning of similar projects.
  • Overall quality of the relevant projects submitted.
  • MAFBE participation of Professional Service Consultant and sub-consultants with a goal of 20%. Illinois Department of Central Management Services (CMS) Business Enterprise Program certification is the basis for determination of MAFBE status.
  • Expertise and success in construction cost estimating.
  • Expertise and success in developing marketing materials and strategies for fundraising.
  • Demonstrated ability to successfully phase and implement renovation work in occupied buildings.
  • Demonstrated ability to successfully coordinate the programmatic needs of multiple user groups.
